The work of reef restoration is often invisible, hidden beneath the turquoise swell of the Lombok Strait. There, Marthen Welly and his team of divers operate with the methodical patience of architects. They descend into the currents with "Reef Stars"—hexagonal frames of steel rebar, each coated in a coarse layer of resin and sand. To the touch, these frames feel as rough as the limestone cliffs of the islands above, a texture designed specifically to provide the grip that young coral fragments need to take hold.

This method, developed through a decade of testing that began near a cocoa processing facility in South Sulawesi, relies on the strength of a network. Divers do not simply drop these frames into the deep; they weave them together. Using standard plastic cable ties, the team interlocks the stars into a rigid web that can withstand the Indonesian Throughflow, the powerful surge of water that rushes between the Pacific and Indian Oceans.

The Nusa Penida Marine Protected Area serves as a sanctuary for nearly 300 coral species and the great manta rays that glide through its deeper channels. Yet even here, large swaths of the seabed had been reduced to shifting rubble, where loose stones grind against one another, making it impossible for new life to settle. By anchoring these steel stars to the floor, the divers create a stable foundation. Within months, the coral fragments attached to the frames begin to extend their calcium carbonate skeletons, eventually burying the steel entirely.

What makes this effort distinct is its human geography. The work has moved from the hands of international scientists into the hands of those who live on the shores of Nusa Lembongan and Nusa Ceningan. These local divers, trained at the new hub in Sanur, are now the primary guardians of their own waters. They monitor the growth, clear the debris, and ensure that the 6,000 square meters of planned restoration become a living extension of the existing reef, proving that the damage of the past can be mended by those who know the water best.
